If it were me, I would choose the individual that has the least legitimacy. Not because they would be a weak ruler necessarily, but because they would be easy to topple later, if something were to happen. For example, Desmond is a shard-bearer like us. Which means that their position is weaker as someone who came from another world.
Whereas Voreen would be the sort that would have some measure of resiliency if he were to take an unpopular action that backfired.
