[ See, Silco likes plausible deniability. It's what allows him to play this game where he pretends he doesn't know all of the little details of what is going on. It means he can look at the members of the Kowloon council in the eye, and say that it is not his doing, and perhaps those who were still loyal to Meridian, or who had sympathies, might want to eradicate those, if Yura was starting to tip it in Zenith's favor. After all, they all knew here his loyalties lay.

There's the impression of a sigh, as if Amos is really putting him out, for forcing him to give up his little game.

It's all dramatics, of course. Silco had always intended to help Amos for this. Always, because it was in his interest too.
